2015 College and Career Readiness Standards Legislation

As of December 2015, NCSL has identified over 770 bills that address, even if tangentially, college and career readiness (CCR) standards. Bill information, including bill numbers and links to bills, are available in the Dashboard.

  • Total number of bills that would halt implementation of Common Core State Standards: 49 bills (in 21 states).
  • Total number of bills that would preclude the state from participation in one or both of the assessment consortia (i.e., PARCC or Smarter Balanced): 49 bills (in 22 states).
  • Total number of bills that would give parents the authority to opt their children out of summative assessments: 48 bills (in 24 states).
  • Total number of bills that would delay, place a moratorium on, or hold educators or schools harmless from the use of summative assessment data in accountability systems: 93 bills (in 33 states).
